Supposedly it's called "blocking." We should be trying oil based paints not latex. I dunno if that helps.

Even with my MSA MICH it was doing this. Now I have a SDS MICH and the rubber is not painted.

I sprayed some adheresion promoter (for plastic bumper) on the rubber before I painted it, it dried fine and not peeling even if i use my finger nail to scratch it. I used Krylon in a can to paint

Its the areosols in the paints that are reacting with the rubber. They can melt or deform the rubber causing it to have that sticky texture. Take a bit of liquid white glue and use a paint brush to smear a thin coat over the rubber parts and let it dry. It will dry clear and you can paint over it with no issues.

You could try Future floor polish. It's an acrylic, self levelling liquid that dries rock solid and clear (albeit shiny). Then you can paint over that.

So glue cement doesn't work from Home Depot. It dries on a bit soft, but yet painted over still sticks after a day..
Where can I find that to purchase? |

try an adhesion promoter.(the duplicolor stuff is pretty good) any auto paint supplier should have it. (available in spray bomb as well as brush on) might even be able to get it at some body shops.
EDIT: oops. just saw that
