ecnerual, if you want 3L then I suggest something like an Eagle hydration carrier (like Xav and Redzaku posted); you can find real ones on eBay and stuff, you can find repros for cheaper; the Eagle one has insulated material to help keep the water cool.
Then add pouches you need to the MOLLE, as you need it.
