CA m15a4 PMC 2009 edtion how do i put back the ris rail?

i took off the upper and lower ris rail of my rifle and idk how to put it back on the delta ring is soo hard to pull back and when i try to pull it back all the way i cant put the rails in plz help

I can't stand it when I come across an AR that has an anemic delta ring. Stiff ones can be a pain to open, but at least you know that your hanguard/rail/battery isn't going anywhere.
