Users with an SVD would typically be running it with a squad. The potential of the SVD is maximized by using it to reach out and touch targets out of range for the rest of the squad, who may also be using noisy GBBRs. The clackety clack of the SVD firing shouldn't be too much of a handicap for anyone using it the way it was designed to be used.
Anyone wanting to use the SVD as a lone-wolf sniper platform would be best served with a Real Sword.

It would also be appropriate for Milsim games since the real deal SVD isn't all that quiet.

Not quiet at 800 m vs not quiet at 40m is a big difference in shooter survival.

As much as I love GBBRs, using them makes you miss the quiet operation of an AEG. I can remember many occasions in games this past summer where I open up on someone with my WE PDW only to hear "It's Crunch!" and have the entire enemy squad open up on my position as a result. I never had that happen when running my C7A2 which is one of the quietest AEGs I've ever heard.
So yeah, in the DMR role, the SVD will be cool. As a sniper, not so much. However, depending on the price, this just may be the first "sniper" rifle that I add to my collection just for its cool factor.
