Certainly.
You simply need a Controlled Goods permit that allows you to import specific prohibited devices (airsoft guns must be listed by name). You get one of those by paying a substantial amount of cash (around $2000 initially, non-refundable on application) for the right to apply for a permit, which, unless you are already have a job as an approved Special Effects (SFX) Technician, Armorer, or Prop Master in the movie industry, you will most likely (99.9%) be denied for and lose your cash. Once you are granted a permit, there is an annual fee you must pay to keep it.
Typically, to get any one of the three jobs I have outlined above that might in fact qualify you for a Controlled Goods permit, you need to have been involved in the movie/film/TV industry for at least
5 years (most of which is a
full-time, unpaid apprenticeship/internship - which means you'll need a SECOND full-time job to pay the bills during this time) to earn your title, and also be an approved member of a union (IATSE, or another local equivalent). The union has the right to reject your application, and typically does if you have less than 2000 hours of unpaid, on-set experience.
So.
For 99.5% of the population, you can't even hope to qualify for the permit. If, by chance, you manage to put up with the political bullshit that occurs on film sets and ACTUALLY put in the hours to get into IATSE
AND manage to find a director who will give you a job as listed above
AND cut through the BS and acquire a controlled Goods permit, you still could not transfer ownership (read:sell to the public, or to your friends) of any devices listed on your Controlled Goods certificate - except to another holder of a Controlled Goods certificate.
